ACTION 27 Include VSEs/SMEs and social enterprises
in building the Grand Paris Express
The Grand Paris Express is perfectly placed to explore issues
of work integration and the integration of social enterprises
and small and mid-sized businesses (VSEs/SMEs) in public
procurement contracts. It has included social responsibility
clauses in its public procurement contract requirements
for several years. It has also put in place an allotment strategy
for its development and industrial contracts to facilitate access
to VSEs and SMEs.
An allotment strategy for construction contracts
Prior consultation processes with competitive market players
in the course of preparing to award a contract, the use
of co-contracting or subcontracting and the allotment of
contracts are all levers that can facilitate access to public
procurement for businesses of all sizes.
Earmark clauses for VSEs/SMEs/social enterprises
Société du Grand Paris also earmarked a minimum of 20%
of the volume of its works contracts for VSEs/SMEs. These
commitments are regularly tracked together with the trade
associations, chambers of commerce and industry, and the
Regional and Interdepartmental Directorate for the Economy,
Employment, Labour and Solidarity (DRIEETS) within the SME
Observatory, which was founded in 2017 at the initiative of
the Société du Grand Paris.
Expansion of sourcing from social enterprises
Société du Grand Paris is working with social enterprise
networks to expand sourcing from these organisations.
This initiative to identify potential contractors early on can
lead to direct and joint contractor bids and to the inclusion
of earmark clauses for social enterprises in certain contracts.
