The challenges of internal audit in a dynamic project structure
Within a constantly changing project structure like
that of the Grand Paris Express, internal audit must
strike a balance between its ability to adapt and
ensuring that the principles governing its audits are
strictly applied. Particular attention is paid to
the follow-up and implementation of audit
recommendations to ensure that internal audits
effectively contribute to controlling the project,
to supporting the continuous improvement
process and to providing information on high-level
governance bodies. Internal control also contributes
to this monitoring role.
Because of this requirement to achieve results, the
internal audit process is regularly reviewed to
assess the progress made in implementing audit
recommendations. These reviews are submitted to
the Management Board and the Audit
Committee.
Since its inception, the internal audit function has
become an important lever in the transformation of
Société du Grand Paris. By regularly sharing in-depth
and objective analyses of the main strengths and
weaknesses in managing the project, it has also
become a recognised partner in the governance of the
project.
The analysis of the issues identified in the materiality
analysis carried out in 2020 was cross-referenced
with the risk mapping produced by Société du Grand
Paris. A summary of the main extra-financial risks is
presented below.
Implementation of the provisions of the Sapin II Act on anti-corruption
Since January 2020, Société du Grand Paris has
been subject to the provisions of the law
of 9 December 2016 on transparency,
anti-corruption and economic modernisation,
known as the Sapin II Act. In 2019, it was
involved in defining an anti-corruption strategy
that meets the provisions of the law, with the
support of the French Anti-Corruption Agency
(AFA).
Société du Grand Paris has developed
a corruption risk map and has set up an
anti-corruption programme steering
committee. An internal alert procedure has
been defined, as has a methodology for
evaluating the third parties with which it works.
Employees are made more aware of the issues
of combating corruption, through dedicated
training sessions, and of preventing the risk of
conflicts of interest, through the use of specific
tools.
The internal audit process is regularly reviewed to assess the progress made.
