A unique year in more ways than one, 2020 also
marks the tenth anniversary of the law creating
Greater Paris and its transport network. How has
Société du Grand Paris changed over those
ten years?
Société du Grand Paris officially came into being with
the Grand Paris Act of 3 June 2010, although the overall
plan setting out the route of its lines was not drawn up
until May 2011. The French government opted for a
dedicated public project company to oversee the
design and construction of the new metro. This project
company has evolved over the years as the Grand Paris
Express has moved forward. Today, Société du Grand
Paris is a special-purpose entity that can recruit staff
and manage its own affairs. It has borrowing power
backed by dedicated tax revenue. Ten years is a very
short time in a company s history. And it is very short
in the life of a major project. As we look to the future,
we need to reflect on all the milestones achieved in
the last ten years: unprecedented public debate, the
start of the very first civil engineering works at Fort
d Issy-Vanves-Clamart in June 2016, the entire
network declared to be of public utility in March 2017,
the arrival of the first tunnel boring machine at
Champigny-sur-Marne in February 2018, and in 2020,
work started on all the lines. Of course, managing a
project of this magnitude is extremely complex.
But in the ten years since it was founded, Société du
Grand Paris has established itself as a strong, solid and
reputable programme management organisation.
