IN 2020
The impact of the Covid-19 crisis
on worksite operations Due to the Covid-19 crisis, 2020 was a
difficult year for making progress on the
Grand Paris Express worksites. After making
them safe, work was halted very early in
the spring of 2020 at the request of Société
du Grand Paris, before the government
announcements and recommendations
of the French Building Federation (FFB)
and National Public Works Federation (FNTP)
were published to keep workers safe.
Safety officers visited the worksites during
the lockdown and shutdown period to
ensure that the rights-of-way were properly
sealed and intact.
To prepare for work to resume at the sites,
the general health and safety coordination
plan was supplemented by an addendum
relating to the Covid-19 pandemic, drafted
jointly by the health and safety coordination
groups. This plan took into account the
recommendations included in the guide
provided by OPPBTP (France s professional
organisation for accident prevention
in building and public works). It was
regularly updated by the health and safety
coordinators as the pandemic evolved,
incorporating any newly recommended
Covid-19 prevention measures. At the same
time, all contractors updated their specific
health and safety protection plans to take
into account the new measures resulting
from the addendum to the general health
and safety coordination plan.
The rest facilities were adapted and measures
essential for protecting the health of people
working on the sites were implemented,
in consultation with all stakeholders.
Prior to work resuming, each worksite was
visited by an extraordinary inter-company
health, safety and working conditions
committee (CISSCT) to ensure that health
security requirements had been met and
that work could resume.
Workers were informed by their employers of
the health situation and the risks associated
with Covid-19. The discomfort associated
with personal protective equipment,
particularly masks, increased the risk of
common accidents, requiring increased
vigilance.
Société du Grand Paris organised a web
conference on 14 May 2020 for all
construction companies working on its sites.
Its aim was to share experiences regarding
Covid-19 prevention measures that could
be introduced at the worksites.
By adapting the health protection guidelines
to the new reality created by the spread
of Covid-19, project managers and
contractors were able to continue work
without interruption, even during the second
lockdown in November 2020.
