25 Line 18: public consultation
and closer cooperation on a
ground-level section A public consultation took place from 15 June
to 17 July 2020, prior to issuing the
declaration of public utility for the East
section of Line 18 linking Orly Airport
(excluded) and Versailles-Chantiers. It related
to modifications to the rights-of-way and
received 450 opinions from the public
and the appointed consultation committee.
In addition to the statutory provisions
regarding information, Société du
Grand Paris deployed a complementary
communication mechanism to inform
the public in the four municipalities mainly
affected by the changes under consultation.
The distribution of a booklet to all local
residents, summarising the content of the
consultation file and the changes, and
the setting up of telephone hotlines made
for lively discussions between the public
and the consultation committee despite the
Covid-19 situation.
The matter of running part of the line at
ground level between CEA Saint-Aubin
and Magny-les-Hameaux, replacing the
unpopular viaduct option, also called for
further specific and intensified consultation
with local stakeholders and residents.
It gave rise to workshops with the Essonne
departmental council, numerous meetings
with farmers and bilateral meetings with the
other institutional stakeholders concerned
(Terre et Cité, Parc Naturel Régional de la
Haute Vallée de Chevreuse, local elected
officials, etc.). Particular attention was given
to farmers requests for access for agricultural
traffic, with the twofold objective of
maintaining the usability of fields on either
side of the line and optimising the land shared
with the dual carriageway project for the D36
departmental road to make several hectares
of land suitable for farming. A further public
consultation will be scheduled to incorporate
its responses to the expectations expressed.
Line 15 South: works monitoring
and civic participation process The various dialogue forums already in
place for Line 15 South continued throughout
the year. The works monitoring committees,
steering committee and the monthly public
meetings were held both face-to-face when
possible and by videoconference with equal
participation. An information meeting
was held to mark the arrival of the tunnel
boring machine Ellen on 28 July at the
Fort d Issy Vanves Clamart station.
In Cachan, an unprecedented civic
participation initiative was launched as
part of the bid evaluation process for the
Arcueil Cachan station eco-district real
estate project. Société du Grand Paris will
co-lead these workshops with the town.
Line 15 East: consensus on the
design-build tender documents The tender documents for the design-build
contracts for Line 15 East were published
according to the initial schedule. The many
bilateral meetings held in parallel with
stakeholders resulted in a unanimously
positive opinion on the content of the site
tender documents and the real estate
programme planning for Société du Grand
Paris projects.
Line 15 West: preparation for
the first design-build contract The six steering committees for the first
design-build contract for Line 15 West
were held both face-to-face and remotely.
They were an opportunity to approve
the site tender documents detailing
the requirements to be met by the future
contractor for integrating each structure
and each station into the local area,
to provoke future discussion during the
competitive dialogue process, and to stress
the importance of planning how trucks are
routed.
