Société du Grand Paris has adapted as
much as possible to the pandemic to ensure
uninterrupted dialogue, respond to the
demands of local stakeholders and continue
the collaborative work undertaken since
the start of the project.
Uninterrupted dialogue
with local stakeholders Dialogue with local authorities took place
in a context shaped by two particular factors:
the coronavirus pandemic and local elections.
The usual forums for dialogue with local
stakeholders had to be adapted because
of Covid-19, and discussions with mayors
became especially active from the time of
the first lockdown in spring 2020. Despite
this unprecedented situation, links with
elected officials and partners remained very
close, which is testament to the strength of
the relationships built on trust over many
years. Dialogue with local authorities
remained fluid thanks in part to a very rapid
and effective switch to videoconferencing,
ensuring that consultation continued and
that the shutdown and resumption of work
could be managed effectively.
Informational meetings for local residents
and worksite tours arranged for elected
officials were able to continue through
the use of digital information solutions and
compliance with strict public health
regulations.
Line conferences continued
remotely These annual events were held in accordance
with the commitment made by Société
du Grand Paris when these forums were
reinstated in 2018, with the exception of
the conference on line 15 West, which was
postponed at the request of elected officials.
The strong attendance by elected officials at
these online conferences demonstrated their
renewed interest in the project, despite the
remote format, given that this is an important
event for measuring the progress made on
a line and understanding the next steps.
ACTION 30 Work with local stakeholders
The dialogue between the programme manager and local authorities takes place in dedicated
discussion bodies technical committees, works monitoring committees and steering
committees formed to involve local communities in the design and construction of the
Grand Paris Express. Depending on the committee s purpose, Société du Grand Paris is joined
by local authorities (elected officials and agencies), government agencies, Île-de-France
Mobilités, transport operators, passenger and neighbourhood organisations, businesses,
and managers of nearby facilities.
Elected officials are directly affected by worksites and the new metro, and many of their planned
developments and projects depend on the station opening and line commissioning dates.
In addition to these regular local meetings, broader discussions are also held at the line level
with the line conferences. These annual events are intended to provide an update on construction
progress and the Grand Paris Express s local effects together with a shared short- and medium-
term vision of its objectives.
