Several committees are organised around the
Société du Grand Paris Management Board to ensure
that the government and elected officials of the
Île-de-France region are represented. A collaborative
and incremental process between these committees
serves to guide the strategic choices of Société
du Grand Paris, to support it in its decisions and to
provide it with concrete proposals and measures.
Governance is structured around two major bodies:
the Strategy Committee and the Supervisory Board.
Each of these bodies can refer to the other.
The Strategy Committee brings together not only
representatives from municipalities and public
establishments responsible for urban development
or urban planning affected by the Grand Paris Express,
but also members of parliament and representatives
of consular chambers and professional and trade
union organisations. It is a forum for dialogue and
discussion between elected officials and Société
du Grand Paris s partners on issues common to the
entire Grand Paris Express programme (development
of station districts, intermodal connections, spoil
management, etc.). Its members discuss and
formulate proposals that they then forward to the
Supervisory and Management Boards. The
Supervisory Board may also refer any matter to the
Strategy Committee. It has initiated proposals such

demonstrated by the strong representation of
elected officials and entities from the Île-de-France
region within Société du Grand Paris s governance
bodies.
The make-up of these bodies facilitates ongoing
consultation to ensure compliance with
the government s roadmap and progress on
the project.
This governance is defined by the law of 3 June
2010 and implementing decree 2010-756 of
7 July 2010 relating to Société du Grand Paris
and Greater Paris.
as the creation in 2017 of a local residents unit ,
which aims to pre-empt and minimise the impact of
worksites on local areas and support the most
affected residents.
The Supervisory Board meets between three and
five times a year. It makes strategic decisions and
votes on the annual budget, which details income,
expenditure, the number of employees and the debt
forecast. It validates the development or construction
operational programme and votes on all investment
transactions.
Every quarter, it receives the periodic progress report
on the activities of Société du Grand Paris from the
Management Board. This document presents the
progress of the work on each line in terms of the key
milestones in the schedule, financial performance and
the main points of concern. It also provides an update
across all areas of management of the Grand Paris
Express project.
The 21 members of the Supervisory Board include
representatives from the Île-de-France region itself,
each department in the region, and the Paris City
Council. Six members participate in an advisory
capacity: the members of the Management Board,
the government commissioner, the economic
and financial supervisory officer and Société du
Grand Paris s accounting officer.
