Société du Grand Paris, through its Risk,
Audit and Compliance Division, designs
and implements a structured approach
to risk management, audit and internal
control throughout the company
and the Grand Paris Express project.
It periodically and independently
assesses the organisation s
performance. Recommendations made
internally are followed up through
action plans resulting from internal
controls and audits. Recommendations
made by external parties are addressed
through action plans at the request
of the oversight bodies or in response
to external audits.
The overall implementation of the Grand Paris
Express is exposed to a wide variety of potential risks
due to its geographical scope and leading role in
the economic and urban development of the Paris
metropolitan area.
Some of these risks are directly related to the
management of the project, the control of which is
one of the responsibilities of Société du Grand Paris.
Others, however, are partially or totally outside the
control of the programme manager, such as those
relating to changes at the national economic level or
to the convergence of public policies on spatial
planning. The degree of risk management
and the nature of the preventive
measures therefore depend significantly
on the risk category in question.
As part of the integrated approach to controlling
operations carried out by Société du Grand Paris,
risk management, audit and internal control
activities have two main objectives:
to support the Management Board and the
line divisions in managing the project and in
decision-making, in particular by providing tools
for anticipating and controlling the main risks;
to provide the governance bodies of the Grand Paris
Express project and its stakeholders with reasonable
assurances that operations are properly controlled
and, beyond that, that the project is sound from a
financial, legal and technical perspective.
The systematic and integrated risk management
and control system is in line with:
the highest international professional standards;
the strategic priorities of the Management
Board and the governance bodies of Société du
Grand Paris;
assessment, monitoring and compliance objectives;
the requirements of stakeholders
(governmental oversight bodies,
controllers, external auditors,
investors, etc.).
This system is part of Société du Grand Paris s
approach to corporate social responsibility,
taking into account the issues related to the
business sector and the strategic issues highlighted
by internal and external stakeholders. It contributes
to the roll-out of Société du Grand Paris s CSR
roadmap and to the achievement of its performance
objectives.
The general control system is overseen by Société
du Grand Paris s Supervisory Board and Audit
Committee, which is absolutely key to controlling
the activities of the Grand Paris Express project.
All those involved in the programme management
and project execution chain play a part in this.
A dedicated division the Risk, Audit and Compliance
Division (DRAC), created in 2016 and reporting to
the Management Board is responsible for the
design, implementation and overall management of
the project.
